I can't believe the DA is considering probation with restitution. Does that mean that if I get caught robbing a bank, I can just give the money back and we are good?

So I was in Jerusalem with my family. My mothers in law got herself an invite even tho she wasn't feeling well (my wife felt guilty so paid her way). Mom InLaw got food poisoning and died! The officials offered to bury her there for $50! I declined their offer. They then offered to do it for $35! I declined. They said "you must really of cared for her to pay all that money to get her back to the USA to bury her...". My response. "No I just know that years ago someone died here in Jerusalem and was raised three days later---and I couldn't risk that"!
