How in the hell did the PRC come up with a $1,000,000 fine for a water / waste water utility with 1,000 customers. Sounds like an effort to break the back of the owner in an attempt by someone of power to take over the assets.

Does anyone know the $ figure of the highest penalty every assessed by the NM PRC?

I do not know what the highest fine ever was but our PRC is not on the sides of the consumer. Look at what sandy Jones did to us during his terms in office. He rubber stamped every rate increase that EPE presented. Then he goes and hires a female ex-con as a personal assistant on our nickle. We need fresh blood at all levels of government. OMG=Obama Must Go!
