HB 173 is just another bill to put a ball and chain around the tax payers neck. Not only will you have the commissioner saying IF YOU DON'T VOTE “YES” YOUR TAXES WILL GO UP but now you will have him saying IF YOU DON”T VOTE ON THIS TAX THE COUNTY CAN NOT SUPPORT Maintence and Repairs on ALL THESE NEW SPLOST PROJECTS THEREFORE YOUR TAXES WILL GO UP. This SPLOST tax is a noose around the tax payers neck and someone needs to STOP LAMAR from spending anymore of the SPLOST 3 money until ALL PROJECTS now built are PAID OFF. This weeks paper he is talking about expanding the FARMERS MARKET. Union County needs to stand up and stop his spending until our debts are paid. Why should the debt of HIS MANSION on the Hill be hanging over our heads until 2030 when he can stop spending and pay that debt off. Lamar went out and got the Bond to pay for the Mansion on the Hill AFTER the SPLOST was approved.

I think people in this Community need to be thinking of a recall of Lamar Paris.

HB 173 SPLOST to Maintain and Repair Splost Projects

HB 173 was introduced by District 160 State Rep. Jan Tankersly to allow authorization for repairs of capital out-law projects.

“If passed, this would authorize SPLOST expenditures of up to 15 percent of that is collected to be spent on repairs of capital outlaw projects originally paid for with SPLOST dollars,” he said.“ An estimate of these cost would be required to be included in the SPLOST balance language.”

Presently, SPLOST can only be utilized for new equipment purchased and constructed while no provisions are available to maintain and repair facilities constructed by SPLOST funds.

This would be a great asset to the program and that is the purpose of this resolution to make it public that Union County Government is in full support of this change in the SPLOST laws.” Commissioner Paris said.

On the 2011 Audit our outstanding debt due to bonds are as follows

General Obligation Debt for 2013 -2015
Principal -$2,595,000
Interest -$148,550
Total $2,743,550

Revenue Bond Principal is $5,105,000

INTEREST ALONE IS $3,044,878

Total for Mansion on the Hill $8,149,878
Actual payments don’t start until 2017 to be paid off in 2030.

STOP NEW SPLOST PROJECTS

DEMAND PAY OFF of all projects built so far in this current SPLOST.

This county does not need to take on any more DEBT.

7/27/11 NGN “Looking toward the future with land purchases using AVAILABLE SPLOST FUNDS”

9/7/11 NGN Q. Why has the county not made improvements to the transfer station with the current SPLOST.

A. The answer is PRIORITIES. Once our sales tax collection estimates lowered based on the economy going into a downturn, we knew we had to cut or delay some projects and this is one of them.

Q. When will the amphitheater be built at Meeks Park?

A. It is another SPLOST project, similar to the North Complex Fields, that is having to be left off the SPLOST list for now because of INADEQUATE REVENUE. However it is a tremendous project that we hope can happen in the future.

SPLOST LAW

In case of a “shortfall” of SPLOST funds to pay for projects, what happens?

The approved projects could be scaled back, but not abandoned. A local government must make up any shortfall from their general fund
or other funding sources.

If Lamar keeps wasting the SPLOST money there will not be any money to build these projects. That means Lamar can pull out his ace card and tell you these projects will have to be paid for out of the general fund and will raise your taxes.

As stated by Lamar he supports House Bill 173. Why, because it will enable him to coherce the public into supporting another tax. The general public hasn't been told the whole truth about what has been spent or is owed from current and previous SPLOSTaxes. If HB 173 is passed all of GA local governments will be able to say we need to renew the SPLOST to prevent taxes from going up.
I will never vote to extend an old tax or approve a new one. I have not seen any temporary or short term taxes go away. Vote no to all taxes and demand that Lamar provide the financial documents he is required by GA Law to provide the Public.

Q. How are we going to pay for the facility?(talking about the multi-purpose building)

A. This facility was part of the SPLOST project list and when it was passed, we HAD HOPED to have enough revenue to build this building along with other facilities we have built with SPLOST funds.

HOWEVER, when the SALES TAX REVENUE DECLINED BELOW ORIGINAL ESTIMATES, we had to look at other methods of financing.

Where does Lamar get “WE HAD TO”

Had he discussed this with the taxpayers there would have been no” WE HAD TO”

The taxpayers would have said for the project to wait until there was enough money to pay for it with SPLOST money just like it was voted on by the tax payers.

Not to go out and put us 8 million dollars in debt. Don't forget it was voted on to be a 3 million dollar project.

I ask you, Can Union County Afford 4 more years of this Sole Commissioner?????

GA HB173 as written allows for the 15% to be used for "repairs". O&M is not identified in the Bill.
However, not impossible to perform O&M and call the efforts and costs "repairs", especially if there is little or no transparency related to the effort and expenditures.
