Terry England, chairman of the House Appropriations Committee, had to close his Winder-based farm supply business in 2012 but still owes the Georgia Development Authority the better part of $575,000 borrowed to consolidate its debts in 2009. The property was rezoned in February 2013 to allow a church to operate there under a lease-purchase arrangement that will cover payments on the loan.

“The way [the authority's] charter is set up, they can do that,” England said.“As long as they’re getting paid from that point forward, they’re happy with that.”

The authority, a quasi-governmental agency chaired by the state agriculture commissioner, makes loans from a revolving fund to help expand farming and agribusiness in Georgia. It is self-supporting and receives no state appropriations.

England has achieved the enviable goal of paying virtually no property taxes on his Barrow County residence. He and his wife live in a 14- by 80-foot mobile home next door to his parents’ three-bedroom home. That qualifies him for a homestead exemption that, combined with a conservation use assessment, reduced the 2012 tax bill on the 11-acre parcel to $1.25.(England also paid an $18 stormwater fee last year but, as any Georgia legislator can tell you, a fee isn’t a tax.)

He said he and his wife put off building a home, focusing on building the Homeport Farm Mart instead.“We’ve been working for years investing in our business, getting it up and going,” he said. England said he hopes to begin cultivating potted nursery plants there this year.

In November 2012, Gov. Nathan Deal named England’s long-time campaign treasurer, Wayne D. McLocklin, to fill a new Superior Court judgeship in the Piedmont Judicial Circuit. England co-sponsored a bill to create the position, needed because the circuit had the second-highest caseload per judge in the state. The language was later tacked on to a Senate bill that was passed and signed by Deal.

We all need to get on the band wagon and put our land in the conservation use

There's not much farming in Union County BUT you can claim it as farmland.

"Please remember all forms must be filed with the Union County Assessors Office or the Union County Tax Commissioners Office by the deadlines stated in the detailed information listed on this site. The Board of Assessors does not have the authority to relieve penalties OR GRANT EXTENSIONS FOR FILING"
look at the documents: On page 9,
The date of the signed document was on Sept. 23, 2009.
Why did the Union County Board of Tax Assessor grant them a extension and back date the credit back to January 1, 2009?
Just how many laws were broken on this one form?
Everyone in the county should be treated the same, Why were they granted favors?

The old report has been taken down. Along with review of Tax Records, Open Records, Georgia Law, State Rules, and with reference to long discussion with the appropriate State Tax Officials (Documented Emails & Phone Conversations) I feel I have finally been provided crystal clear evidence of wrongful action by Lamar Paris, Dinah Paris, and the Tax Assesor's Office.

This new and detailed report is being submitted to State Investigators. It involves a multitude of specific complaints and allegations.

Hopefully we'll get something to happen. If not, the report is of the sort that it can be easily distributed in print fashion to thousands of County Residents.

As I have always said - this stuff is getting Off Topix and into the hands of the proper agencies via formal complaints onthe formal and proper complaint forms, and it is going to be documented, followed up on, and regular updates to the citizens provided in broader manner.
