Today I went and obtained a copy of the reports Lamar was now suppose to have given to the Grand Jury.

Where did this 18 page report come from?

In a Open Records Request we asked Lamar for the documents that he gave to the Grand Jury. There was only gave a 1 page budget report.

So how did the Grand Jury come up with this 18 page report?

The DA had no clue where this report was!

If they had this repoert why wasn't it filed with all the other County Reports back in July?

Do you think if the Grand Jury was asked to swear that this is the same report that they had in July do you think they will do it?

Someone is lying, who might it be?

Do you suppose the other missing Grand Jury reports missing from Lamar will show up?

The ACOG met with DA Jeff Langley today.

The theft DID HAPPEN at the Golf course.

Lamar and who ever was involved decided just to let her pay the money back and be fired.

This is not fair. Why should one have to spend time in jail when another commits the exact same crime.

We also asked about the BUDGET REPORTS that Lamar has been getting away with filling with the Grand Jury. In July 2012 the report was missing from the court records. In October they just happened to find them. Lamar gave the Grand Jury a 2011 Budget Report and the Grand Jury signed off stating it was correct. Most of the years Lamars reports have been missing from the Grand Jury Reports

Mr. Langley said he will make sure Lamar submitts a correct financial report from now on but will not go back and do anything about the past.

In the 2001 report Lamars first year in office the Grand Jury financial report showed the Budget and ACTUAL. This county was $2,557,161.68 OVER BUDGET.

All the following years Lamar has just given BUDGET REPORTS and nothing ACTUAL.

When are YOU TAXPYERS going to wake up!!!!
You are totally CLUELESS of what and where you tax money is going.

One day it will be to late and this county and the US government will have a ball and chain hanging around your neck.

On July 10, 2013 I asked in a open records request for a copy of all the documents given to the July 13 Grand Jury from your office excluding the 2011 audit.

LAMARS ANSWER: I consider the information that the county gives to the Grand Jury to be PROPRIETARY. If you would like a copy of that information you will need to contact the Grand Jury or possible the DA'S office.

What is required by the Grand Jury. O.C.G.A.36-1-7(a)
(a) The judges of the probate courts, county treasurers, clerks of the superior courts, and sheriffs of the various counties shall make a return, under oath, to the grand juries of their respective counties on the first day of each term of the superior court. The return shall set forth a just and true statement of the amount of money belonging to the county which was received by them and the source from which the money was received, along with their expenditures, accompanied by a copy of the most recent financial statement or annual audit of the financial affairs of the county offices subject to this Code section.

Since when has it been none of the tax payers business to know how much Lamar has been spending and how much has been coming in.

This should be a wake up call about Lamar and Union County Finances This is our county finances!

My latest ORR asked the commissioner for a copy of the finances that he gave to the grand jury this year. He refused to give me a copy. I wrote him back:

July 11, 2013

Mr. Paris,

On July 10, 2013 you wrote me a letter in response to my open records request dated July 10, 2013.

My open records request asked for a copy of all the documents given to the July 2013 Grand Jury from your office excluding the copy of the 2011 county audit.

Your letter stated that the information the county gives to the Grand Jury you consider to be proprietary. You said I could get a copy from the DA's office or I would need to contact the Grand Jury. This information was not considered proprietary information on August 6, 2012 when I asked in a open records request for the same exact information. What changed?

Could it be that I got Langley involved because you had been passing budget reports off to the grand jury instead of what was required by law (O.C.G.A. 36-1-7 (a) since you have been in office. When I met with Langley over the matter last year he stated at that time that the reports come from your office and he does not keep copies of them in his office. He said he would have to get copies from you at that time.

This is pubic information, not anything secrete if you follow the law which seems to be a problem of yours.

So I am asking one more time for a copy of all the reports you gave to the grand jury on July 2, 2013 excluding the 2011 budget report.

Unless ordered to do so by someone a heck of a lot higher in position that you, I am not going to give you my report to the Grand Jury. It is the property of the grand jury and if they want to give it to you, that is their privilege. I have given a very thorough financial report to the Grand Jury twice a year since I have been in office. It is much more detailed than any other reports by other public officials and always has been. The grand jury has also been reminded each time that my office is just down the hall and if there is any additional records or information of any kind they would like, it is available to them. Not only do I give them the financial report, I explain carefully the details of our revenue and cost of services for the county.



As to whether or not the Grand Jury files the report I give them each session is totally up to them and the District Attorney, not me. It has absolutely nothing to do with my office nor our records. I do more than my part in providing them with any and all financial information they request and to the best of our knowledge, that is required by law. Not once in 25 reports over 13 years has ANY member of ANY grand jury or ANY District Attorney EVER asked for any information that has not been provided to them. In fact, I think if you ask ANY member of the grand jury over the past 13 years, they will explain to you that my financial report was and always has been excellent and I can only recall one time that I was even asked for additional information. My obligation for this report is to the Dist Attorney and the Grand Jury and I could care less what you say or think about the report.

The Union County Commissioner offers another supreme example of arrogance at its pinnacle.

Who, I would ask, is in any higher position than any one of us who may have elected him to an office of trust, that he seems to think he has no responsibility to be accountable to act in an adult fashion with reasonable responses to legitimate inquires as to the expenditures of our tax dollars.

And then he has the unmitigated gall; to cause addition expenditures by proposing another six year SPLOST prematurely; so as to have the opportunity to bring it before the voters again should his first shot fail.

And why should it fail? I invite every tax paying citizen of this County to once again read the response he childishly provided to one taxpayer who simply asked the questions we would all like answered.

The Commissioner is the issue by refusing to simply provide public information in a timely fashion. And then he has the nerve to propose another six year TAX, when he refuses to answer questions as to expenditures of the past, and hasn’t bothered to, at this point, compile a list of additional “NEEDS” for the NEW TAX he proposes.

Personally, I don’t think so. I WILL VOTE NO ON SPLOST 5, and encourage everyone else to wake up to the sham of these never ending tax increases.

It's past time to demand civil responsibility, accountability, and an unabridged response with regard to the expenditures of our tax dollars.

Naw, if there be any sympathy, it would be for those poor misguided and blind cronies such as you.

And you make an excellent point, the Commissioner is too busy telling the taxpayers what they need to do, and what he is going to do, rather than listening: but that will change.

Good and evil are determined by deeds not words, and ultimately we will not adjudge that.

The fact remains that The Commissioner isn't responsive, and the lack of trust and confidence is snowballing.

Other than a few, such as you, many are awakening, the Commissioner's days are limited.

My comments in post # 274 of course were in response to "Vote Yes".

Another posting slipped in as I was responded.

Just a little somethin, somethin, I'd like to make clear.

My political differences with those elected to represent us are just those - political in nature; as in my view, either in the best interests of the community or not.

Personally, I address issues from the purely political perspective, and avoid direct personal attacks upon the individual, their family, and those things that would be personally hurtful in nature that are unrelated to the pressing political issues of disagreement.

Of course, when issues of trust, character, and the record or of honoring of commitments are part of the political equations those things must be discussed.

Basically I believe in conducting yourself in an honorable fashion regardless of your mission.

I have a strong faith and commitment to my Christian faith, nevertheless, do not believe we should use our faith or religion to make it appear that we are right because we think we know the Lord, or suggest that we are on his side or worse yet he is on our side.

Just wanted to clear the air. Many times people may come together, planed or not, for a common goal. However, that doesn't mean they are alike in nature, and/or agree on many other things.

I must admit I am pleased that my postings are being read, and further appear to have been given some level of consideration with a potentially positive impact.

Langley did not think it was important to look into the missing financial reports OR what Lamar was actually giving the Jury as financial reports. He said he would talk to Lamar because he had MORE IMPORTANT THINGS TO TAKE CARE OF.

Pretty bad when you point out problems to the DA and he just ignores the matter.

This is like asking a person if he just robbed the bank and that person is sanding there with a bundle of cash with the banks name on it. No sir I did not steal the money from the bank. Really, What does Langley think Lamar is going to say!

ALSO, A Letter went out to Judge Raymond George about the county finances. He did not respond.

These are the people SUPPOSE to be looking out for the counties BEST INTEREST.

The only interest they have is looking the other way.

Now... what in the heck do you think will happen. Back in the day you expected these people to be honest upstanding citizens. Times have changed. These people WERE held to a higher standard, therefore they EARNED the positions.. NO MORE> just a hand-me-down job.
