If you want a fair tax make if a luxury tax. Tax golfers, ball players, horse back riders, restaurant meals, anything that is not necessary to live. Food should be exempt, gasoline should be exempt, heating oil should be exempt, all thing necessary to sustain life should be exempt. Let the cheap skate playboys pay their own way. Leave the people on fixed income alone.

You can't stay on one argument for very long can you? First it is about bigger government (which isn't happening) and now it's about fixed income people. What about renters? Does it discriminate against them too! Next you will say its the pigmy armadillos that suffer. Get a clue.

It isn't right that people on fixed income subsidize your fun. Now you tell me why I owe you a round of golf. It isn't the taxpayers place to subsidize these activities. Surely the folks of Union County have figured out that SPLOST is nothing but a slush fund for dishonorable politicians. They use it buy votes from groups such as the Saddle Club and to funnel money to their friends such as buying worthless land from old school chums. Some really dishonest ones even buy land from themselves. Paris promised to use the money to build a new firehouse. When did the firehouse get built? After a $8 million dollar play house and a horse arena and a million dollar pole farm. With Paris playing games always come first. He has never had to sweat for a dollar as you and I so he doesn't really know the value of a dollar only how to siphon one off. Don't let the con man get you again. We were suppose to get our roads fixed and he used the money to pave his good friends subdivision roads. He still hasn't done anything to the transfer station. Course he told everyone that the folks running it was going to do the repairs. Have you seen any repairs? Don't be a sucker all your life.

There will be a Called Meeting of the Union County Commissioner on Thursday, August 29, 2013 at 3:00 p.m. at 65 Courthouse Street Blairsville, Georgia, in the Jury Assembly Room to consider adoption of a Referendum Resolution to reimpose a special one percent sales and use tax in Union County, subject to referendum approval, and for other purposes.

In terms of what projects will be proposed for SPLOST4, Commissioner Paris said that list is YET TO BE DETERMIND.

Our Sheriff had a meeting with Lamar today.

Lamar told him the reason the jail was not built was because there WAS NO MONEY in the SPLOST and if he has no money he does not have to build it. WRONG!

I just looked back at the signed referendum and there was NO CANNERY on the list.

In case of a “shortfall” of SPLOST funds to pay for projects, what happens?
The approved projects could be scaled back, but not abandoned. A local government must make up any
shortfall from their general fund or other funding sources.

No. In a 1992 decision, the Georgia Supreme Court ruled that the governing authority was obliged to use proceeds from the SPLOST tax for the projects approved in the SPLOST referendum. The Court held that the governing authority “…is bound by the SPLOST budget and account reports to complete all projects listed therein unless circumstances arise which dictate that projects which initially seemed feasible are no longer so.

In this regard, the governing authority has discretion to make adjustments in the plans for these projects, but may not abandon the projects altogether.”

The Supreme Court, in the same ruling, recognized that the county could not use SPLOST funds for a project that had not been approved by the voters, noting that under O.C.G.A.§ 48-8-121(a) proceeds from the SPLOST “…shall be used exclusively for the purpose or purposes specified in the resolution or ordinance calling for
imposition of the tax.

While the Court has recognized that counties retain discretion to alter SPLOST
projects, no such alterations may contravene the terms of the referendum.
