Excellent idea. This is a concept tha has gained lots of traction over the years in various counties in which the SPLOST Accounting has had problems, thefts from the county were rampant, etc. Basically like in Union County.
I have seen, but not yet verified, discussions in which State Monies may be available to pay for a Forensic Audit if cause is shown. I think "Cause" would be easy to show from the most recent 2012 County Audit. Here's an excerpt:
++++++begin excerpt+++++
"4) During our testing of SPLOST III Fund expenditures, we noted twenty disbursements that did not include approval from a department head or project manager on the face of the invoice or other available supporting documentation. In order to ensure that SPLOST disbursements are for services actually received and are in compliance with the voter approved SPLOST referendum, all expenditures should include documentation of proper approval."
++++++end excerpt++++++
What we don't know is the total of that 20 dispursements. Could be $20,000. Could be $2,000,000. We do know that a lot of projects were not completed or were short changed - so there is a lot of money that didn't get spent here it was supposed to.
Where did it go?
BEFORE ANY NEW VOTE ON SPLOST - A FORENSIC ACCOUNTING SHOULD BE HAD TO ANSWER ALL THE DISCREPANCIES THAT EXIST.
Hell yeah! I think you and your besties should march on the capital and set up camp until such time as a forensic audit is completed. I will call Channel 2 and let em know you're a comin!

I spoke to somebody working in the audit this summer, they felt Union was on good shape as a whole compared to other counties. I love the improvements, Saddle Club, the square, the school, union is moving in a great direction.

You must be one of those Socialists. Or Rich and selfish, uncaring, and greedy. Some people who have to pay for this luxury stuff can't afford it. the SPLOST hurts the poor and middle class.

from ITEP.org

"Major tax overhauls are on the agenda in a record number of states, and “Who Pays?” documents in state-by-state detail the precise distribution of state income taxes, sales and excise taxes and property taxes paid by each income group as of January 2013. It is a critical baseline against which future proposals can be measured.

Most significantly, the report concludes that all states have regressive tax systems that ask more from low- and middle-income families than from the wealthiest. It also finds:

- The average overall effective state and local tax rates by income group nationwide are 11.1 percent for the bottom 20 percent, 9.4 percent for the middle 20 percent and 5.6 percent for the top 1 percent

- Ten states with the most regressive tax systems are: Washington, Florida, South Dakota, Texas, Illinois, Tennessee, Arizona, Pennsylvania, Alabama and Indiana.

- States praised as “low tax” are often high tax states for low and middle income families."

In todays paper Lamar announced that he was going to put the SPLOST 4 up for vote in November. The current one ends in March 2015. He said he would have a presentation of new projects in the next couple of weeks.
I need help from someone in the community to help put together a NO!!!!! to SPLOST Presentation for any more SPLOST in Union County. I need someone that can take the old videos of the last SPLOST and help put all the information together of what Lamar said he would do with the money and what he really did with the money and how much was spent on each project.
The main thing Lamar did was the bait and switch he did to the voters with the Community Center. This project was presented to the voters as a cost of $3 MILLION dollars.
Why was it switched to a Revenue Bond at a cost of over 5 MILLION dollars and OVER 3 MILLION interest at a TOTAL COST to the tax payers of $8,149,878.
Wait .....that's not all the money he has spent on the Community Center, He has spent another $933,143 out of the SPLOST money BESIDES the over $8 MILLION DOLLARS on the Community Center. In 2012 he spent $303,978 alone. What was that for?????
What about the $150,000 that was to be spent on the Horse Arena Improvements?
That turned into over $750,000.
What about the $750,000 that was to be spent on the Farmers Market, Cannery and Arena?
That is now in to over a Million and still spending.
The list goes on and on and on.
So far the County has SPENT $12,053,247 on the SPLOST 3 Projects
The County has COLLECTED as of Dec. 2012 $12,265,656
He is spending as fast as he is collecting instead of saving up and paying of the Revenue and General Obligation Debt he owes for borrowing the money.
THE SPLOST 2 the County collected a total of $16,766,046.
THE COUNTY SPENT $18,147,995
HOW DID THE COUNTY MAKE UP THE $1,371,949 DEFICIT???????
This SPLOST the PUBLIC DESERVES THE TRUTH!
When does his spending STOP?????
WHEN WE STOP VOTING ON IT!!!!!!!

We need to pay attention to what is happening , while we sit around and do nothing to help stop this insane spending by the commissioner.

I went out to eat at a local restaurant yesterday and looking around the room I realized why Paris gets what he wants. Union County is full of old people. I am an old person but I have some regard for others. Most of the Old people in this community are not from here. They moved here. Their children don't live here. They vote to please their selfish needs for recreation and what not knowing they aren't going to live long enough for the bill to fall back on them and their children live elsewhere; and so they care less about the fact that all this is on the backs of the young. They are sorry people every where but we have an abundance of them. They should move their ass somewhere else. I am beginning to believe Timmy has the right idea. If they can't be responsible citizens keep them out.

He is certainly a free loader. The golf course because it's cheap and the horse arena because it's free. People like him that sit on their tail all day and run their mouth should move further north.

Unfortunately, old and young alike simply are not paying attention to the difference in what is being said (sold), and what is actually being done (provided) and at what actual costs.

We the taxpayers are being taxed, and taxed again for the same things over and over, as the schemers (politicians) find it easier and easier to continuously turn up the heat on the frogs they believe trapped in the pot.

Our only way for survival is to turn off the fuel (power); that is, for us, at the ballot boxes. Pay attention, wise up, quite playing their game.

When you stand with your hand out wanting more and more, you empower them. Turn off the faucet; deny them the ability to have access to a never-ending money supply for their shenanigans (abuse). Just say NO more.

And then, at the next possible chance, elect someone with honor, and character and give them an opportunity to be responsive to community needs with a fundamental focus upon essential governmental services, indispensable infrastructure, and a business friendly economic stability all conducive to, and sufficient for interest in our proud heritage and the beauty of our community, consequently equating to jobs for our citizens and children.

To do that we must shed the idea that we are just want to be a “resort” desiring to sponge off “tourist” and take them to the cleaners. That simply encourages them to deplete or diminish our scared resources and move on. An attitude that sadly reflects the so-called “powers that be” and many past and present politicians claiming decades +“service” in office.

Actually that isn’t “service” it’s more of a personal agenda, I find detrimental to our community in the whole.

As witnessed in the last elections in Union County, it’s time to elect new honorable responsive people to administer our desires for a more efficient local government.

I suggest we start that NOW; DEFEAT SPLOST IV first, then elect a NEW MAYOR, and COUNCIL, and at the next opportunity a NEW COMMISSIONER.

Allow the newly elected officials to audit, and determine and address the status of prior fiduciary conduct, as well as current financial culpabilities, and move to take appropriate actions for positive resolution for moving forward in a legal and financially feasible manner.

From there questions of the type and administration of our new and responsive government could be addressed.

Thanks for reading. Please before it’s too late, help return to common sense and our proud Mountain Heritage.
