LOL, how can they "not" get a cut? Video poker (or whatever the hell you call it) is a guaranteed win for the owner, statistically. And even in the oddball event that someone "wins", the people playing tend to continue playing off their winnings in, you got it -- gambling. So "winnings" tend to be recouped.
And even in the event of "The Big Lucky Win" with things like lotteries and such -- the State immediately wins a huge chunk of that back with taxes. It's not like the State is "losing" money with gambling.
