I wish they would put more informational titles on these things. Try searching the forum for "Bismark" and see if it tells you this topic is here.

The writeup is pretty poorly done. There are places where I wondered if it had been transcribed using voice recognition software and not proofread. The author, if more than nominal, should not give up the old day job.

Still, it is good to see that at least one state parried the tobacco industry's efforts to prevent smaller governmental units from having authority to regulate smoking. Tennessee and South Dakota sure took it in the shorts on that one. A SD school district had to play "Mother, may I?" in order to add protection to their students, and in TN, any effort to regulate tobacco use anywhere in the state has to be voted into place by the state legislature--and to get to the floor of either house that measure has to be approved by committee. That would be the Agriculture Committee. Oh, and guess what crop/industry comprises a huge portion of TN agriculture?

It is possible that the Bismark folks are looking ahead and realizing that the smoking hut approach will not be acceptable in the long run, and they don't want business owners to be tempted to sink a bunch of money in something that will become obsolete almost immediately.

Or, perhaps they don't want to tilt the playing field so far to the advantage of places with the potential to put in one of the huts.

Or, of course, they might just think the huts are a terrible idea for public health reasons. It would, for instance, be a bad idea to have a bunch of passing out and freezing to death when everyone thinks they just stepped out for a smoke.
