An existing moratorium on new payday lending and title pawn businesses in Birmingham continues for another six months, but proposed tough long-term zoning restrictions were delayed by the City Council today.

The leaders of birmingham always say they need more power to make their own decisions but when a local matter like this comes up leaders like council member Abbott says its something for montgomery to decide.
