I will just thro this 1 here:
Cairo shuld have a new resident. Today SHOULD be "moving day" for someone else...namely, Cairo Superintendent of Schools Leotis D. Swopes. His contract specified that he had to move to Cairo for the 2009-2010 School Year, which I would interpret as beginning on July 1, 2010. Do NOT hold your breath...for TWO reasons: The "beginning of the 2009-2010 School Year" could be interpreted to mean mid-August when the employees hold their first institute for the new year...at the new, MORE EXPENSIVE location of Shawnee Community College favored by Superintendent Swopes...where he can make his opening-day remarks standing behind an impressive podium and a stage back-dropped by a fancy red curtain...something "more fitting" for his legend-in-his-own-mind position of authority. More to the point...I doubt VERY much that the Cairo BOE and Cairo FOP will hold him to that contract provision. Their latest announced moves to fatten the already "top heavy" administrative part of the Cairo School budget at the expense of employees and students does NOT send a message that they would try to force any reasonable restrictions - past, present, or future - on their high-priced Superintendent.(Especially after the improvements they made to his personal "golf course" at the close of the past school year...removing the "obstacle bushes" that blocked the fairway at CJSHS.) Can I get an "Amen"? If not, for sure a "MEOW"! |

1 Until all the teachers are required to live in the School District, who gives a d*mn? You'd think those that do live in Cairo School District No. 1, would demand the company of their peers. |

1 Obviously, I copied this over from Cat Tracks since I have not seen a copy of his contract. I am sure Ron will keep us posted although I have not been to their new site yet. |

1 Maybe the smarter move would be to make him start paying rent and utilities if he would like to remain in the house. It would save the taxpayers the cost of maintaining an empty house. |

Minutes
July 20, 2009 Regular Meeting Financial Oversight Panel Cairo School District #1 Motion #6 by Lewin and seconded by Colwell to deny the motion (Action Item #4) to approve the new position of Assistant JH/SH School Principal and the employment of Zena Madison to fill this position due to the financial impact on the District. Motion Carried 3-0 Yet now Cairo JR/Senior High School has hired two (2) Administrative Assistant at a cost of $75,000.00 for each! Swopes really doesn’t want to be bothered with work so he has changed the new position title from Assistant JH/SH School PRINCIPAL to Administrative Assistant to get around the Financial Oversight Panel. Now the Financial Oversight Panel has come back & told our BOE: Whereas, the Panel did not approve the positions of the Assistant High School Principal & Elementary dean at either the July 20,2009 or the August 24,2009; Now, therefore, the BOE of Cairo Community Unit School District No. 1 & the District Superintendent (Swopes) are hereby directed as follows: 1) The Board & Superintendent Swopes shall not create any new positions, hire staff for, or transfer any current staff into new positions, or issue any contracts without the approval of the Panel. In other words, without the Financial Oversight Panel we would be knee deep in sh*t right now. Paying out $150,000.00 to 2 of Swope’s “friends”. Isn’t this how it happened in the last 2 school districts he worked at? Put friends in high paying jobs to cover his *ss? |
