Again if you can post a link to one story written after she was sentenced that states and amount she repaid let's have it.

Matthew T. Ryan and his Citizen Action cronies have made things worse on absolutely every front by any criteria you want use to evaluate them.

When they had discovered what a fouled up job the prior administration had done with the phase iii construction of the sewage treatment plant... they should have bit the bullet and gone to the public and told them about the situation i.e. that it was going to have to be shut down... torn down... and redone to the tune of tens of millions of dollars...

I'm sorry but no - epoxy injection would NOT have worked...

The thing is that I've already posted several reasons way back when as to why that sort of patching would not have worked... but if you've been inattentive and missed it... I would be more than happy to post some of it again...

I know that and similar products are used to do things like patching normal cracking that will occur with age when concrete is used... but that sort of minor problem was not the issue with the treatment plant...

First off there were the missing expansion joints and similar... this caused large amounts of cracking which in turn resulted in a bunch of deflection points in the wall(s)...

Once that happened - even injecting in a material that matched the original concrete's strength - would still have resulted in a substandard wall... on not rated for the designed load... i.e. not really an option...

Second item is that the report ( after collapse ) stated the other MAJOR issues were that the lapping between the rebar wasn't long enough... to be to code they should have been 104 inches - but they were only measured at 64 inches !

Point being... epoxy injection wouldn't / couldn't cure that fault... again - only a complete tear down and replacement...

Third item is that those splices ( already not adequate ) where placed at the wall bases instead of higher up i.e. put in at the segment of the wall that would have to carry the highest pressure... and again - not something epoxy injection could fix... and again - the only cure would have been a complete tear down and replacement...

Oh and fyi - the report on the collapse pointed to those three items being at fault...

Now I have to ask...

Actually it was you that was trying to claim that the downgrade was due to one and only one reason:

I in turn was pointing to the report by Moody's which listed four items as being the cause for the downgrade:

As for why Ryan is now saying it was due to the lack of annual report(s) also... I have no idea but a guess would be that it is the only item of the four Moody's listed that the city can correct in the short term...?

What is kind of funny is that Ryan states that the annual report(s) weren't done because the city was short handed / didn't have enough people to do the work... but the reason why that situation occurred was due to a lack of money / the city trying to save money... something tied to the other 3 items given by Moody's...

D'oh.

Anyway...

The same goes for your comments just before that... where I had stated that the current administration had done plenty of things wrong... which has been your mantra ( though yours was that everything they did was wrong ) for the past half decade... yet there you are jumping in saying that you didn't believe I / anyone could list / "substantiate" any of those items i.e. giving the implicit view that you don't think the current administration has ever done anything wrong...
