I've said this before and I will say it again...
It often isn't the topics he brings into his threads... it's instead that he can't seem to get his facts correct and he turns every thread into an attack on others... antics that completely sidetrack the conversation right from his first post(s)...
- for fracking he posts bogus numbers and tries to turn his comments into bizarre and easily disproven attacks on certain politicians... and the sad part is that some of us are or at least were tentatively onboard with fracking if done right... but after his nonsense - I and others figure he and his foolishness represent how the gas companies will operate i.e. mission accomplished and now more of us are against it...
- school districts and consolidation are also a good topic... can he have a discussion though... nope... he turns it into an attack against a journalist he dislikes... turning it into a discussion where we're all waiting for him to admit he lied and post and apology...
- crime and gun control is another good topic... bit that he turns immediately into a rant about the Mayor AND all Public Defenders actually claiming in his first post that all they ( PD's ) do is put "petty, destitute criminals back on the streets as fast as he could"...
So on and so forth...
It's really unfortunate... because while he isn't the sharpest tool in the shed... he also isn't the dullest... and if he could get his anger at everyone under control - I'm betting we could have some decent conversations here...
Of course I've been saying that for years now... but hope springs eternal... lol !
Michael the tedious bore is yammering away thinking people will read his long winded whines....

It doesn't help that he's a terrible writer...

All that said the base question does seem to have some merit on its face. Politicians not withstanding without blaming anyone specific for an impropriety, is there data that does say where the money went?
Here is how it went down and the dates are approximate because I don't have the time right now to look everything back up i.e. I am doing most of this from memory but it will give you a good idea of the sequence of events:

- the last grocery store in the area went out of business / shut down sometime in the 1990's...

- starting around 2006 a push was made i.e. on the behalf of citizens that brought the issue up - to try and secure a new store in the area...

- attempts were made to get a local grocery store to move into the area but to no avail... with the premise being that at their margin levels - the location etc. wouldn't be profitable...

- around 2008 a grant of $40,000 from Broome Co. was received to help cover trying to sell the idea of a store to outside chains and looking at potential sites and doing environmental testing of them ...

- discussions with Save-A-Lot and ( investor ) John Hart began, the 10 West State St site was chosen and based on input from both sides the city received a $150,000 grant via Senate President Smith

- March 2010 / apx. Save-A-Lot makes an offer on the Big Lot's Big Lot's building and negotiations begin in earnest...

-$29,000 was spent by the city to tear down the old McDonalds at that site to help prepare it for Save-A-Lot

- it is announced that John Hart is now out of the picture for the time being...

- Cost analysis for remediation of the property initially ( remember the timeline ) at apx $1 million... in Oct 2010 Save-A-Lot says they want to do an updated one of their own and their analysis puts it closer to $2 million now...

- At the end of 2010 / start of 2011 Save-A-Lot tries to get a long term commitment from Big Lot's but Big Lot's response is no i.e. it is reported as Big Lot's wanting to see what happens with the property / they work on their own future business plan...

- Around March or April 2011 the whole thing imho turns into a p*ssing match between Save-A-Lot, Big Lot's and the plaza owner in regard to who can get the best deal out of the others and the entire thing falls apart...

So did the city try to get the residents a grocery store - as the citizens requested - they sure did... and did they spend money trying to facilitate that goal... why yes - money was spent looking at / inspecting properties and when one seemed viable and there was supposed to be a deal coming to the table they spent $29,000 more to help facilitate the operation...

Of course in the end they got screwed by the different businesses trying to maximize what they could get out of the city and each other... a situation which is always a potential hazard when the government tries to make / facilitate deals with private businesses...

But this whole routine of there being a conspiracy...

Let's get real...

Plain and simple - among other things - the process has been pretty transparent for those actually paying attention... and lets face it - one doesn't interview with Oprah Winfrey and go national with something where you're trying to hide anything... because that would just make the project and any shenanigans open to investigation on a national level...

Here is the other tell about our troll's conspiracy theory...

In prior incarnations of this post of his - which he has posted for years now... a big part of his focus has been to hurl insults based on the political party of the folks involved... but now we see with the mention of Smith and such - he doesn't do that... and I can guess why... it probably has something to do with the fact that Smith was trying to switch to the Republican ticket... and out of the other 5 defendants in the case - 1 was a Republican Council man and 2 others were Republican officials...

The more ya know - right ?

A user ( 2pelo Honey ) over on BCVoice found a new article that came out last night on the Fox 40 WICZ TV website...

http://www.wicz.com/news2005/viewarticle.asp...

FTA:

"Now, Smith is now a central figure in a corruption case and as it turns out, the City of Binghamton confirms the $150,000 was never released"

So based on that it seems like the $29,000 for the demolish work and money spent on doing site location and environmental work and so forth must have come out of the $40,000 grant from Broome Co... and the supposed expenditure of another $150,000 that our OP has been complaining about - it never happened - because the city never actually received that money...

That does raise a question of it's own though... and that - why wasn't the money released... was there some required tie in to Save-A-Lot actually acquiring the lease on the property or something similar... or was Smith running around making promises that he never intended on keeping ?

I'm guessing it's the former... but then the question becomes... why are we only now hearing about it ?
