Binghamtonians may remember NYS Sen. Malcolm Smith of Queens for his unusual grant of $150,000 to the ill-fated Binghamton North Side Save-a-Lot grocery store that never was. Mayor Matthew T. Ryan and Councilwoman Lea Webb were closely tied to that deceptive project and the lies surrounding it.

Investigators should look into where that $150,000 went. Keep in mind Lea Webb, among others, sent campaign money back to NYC later. In the case of Lea Webb she sent at least $4000 back to the city only days before the fall election date.

Remember these lies.$200,000 or so disappeared and the store eventualy went to Johnson City. It was never really planned for Binghamton:

"Her outreach efforts eventually caught the attention of New York state senator Malcolm Smith. "Government, community, church, the private -Lea's got them all behind her," he says. "That's not easy to do. There's always one missing." Impressed by her crusade, Smith pledged $150,000 of state money toward the old McDonald's demolition and the clearing of the site.

Finally, by 2008, the whole thing came together. With input from one of Cook's contacts, Webb chose a vendor -the Save-a-Lot grocery chain, which agreed to meet all of Webb's criteria (they must hire locally, pay at least a few dollars above minimum wage, provide employee benefits, and address the area's ethnically diverse food needs). With environmental inspections under way, the store is expected to open in spring 2010. "At the groundbreaking," Webb says, "I'm going to have tears in my eyes."

City Hosts Groundbreaking for North Side Grocery Store
11/24/2009

Store is the neighborhood's first in 14 years; project includes a $1.8 million facility; new Save-A-Lot will create 25 jobs.

Mayor Matt Ryan today joined community partners to break ground for a new grocery store on the North Side, at 10-12 West State Street. The store will be the neighborhood's first in more than 14 years, giving residents access to healthy foods at affordable prices, creating new jobs and attracting additional investment.

The project comes at no cost to the local taxpayer, as the City is covering its expenses with state grants. Before this transfer can take place, the BLDC must demolish the vacant structure still on the property. LCP Group won the contract by submitting the low-bid of $29,900, which the BLDC will cover with a $150,000 grant NYS Senate President Malcolm A. Smith drew from the Community Capital Assistance Program, which does not require matching funds. LCP anticipates undertaking this work in the next month.

Some publications did pick up on the possible fraud:

You can see all the culprits here in one photo:

http://www.binghamton.edu/photos/images/20090...

Lea Webb, Malcolm Smith, Patricia Schwartz (embezzler/thief), Sean Massey, and even a beaming Donna Lupardo. All the Citizen Action/Working Families Party gang making another $200,000 or so in taxpayer money disappear. The Save-a-Lot grocery store promised by Webb and the riff-raf for Binghamton's North Side went to Johnson City.

Where did the money go?

Well, Lea Webb sent $4000 to NYC a few days before election day. Who knows what for?

I see the proxy out of Austin is back up and running...

So what do we have here...

A person that is jumping from one proxy to another... and changing the name they use almost as much... often posting comments / replies to himself to give the impression that others are replying in the affirmative to him...

I am sorry but I, like others... seeing that behavior on your part... don't even have to read your posts before we come to a conclusion about the efficacy of what you wrote...

Just a suggestion but why don't you try using your normal connection without a proxy... and try to use your real name or at least the same name from post to post... as you then may very well have a chance to get someone - thought I don't know who - to take you seriously...

None of the replies seem to want to address the this connection between disgraced NYS Senator Malcolm Smith who is lookng at some serious prison time and Councilwoman Lea Webb and the $150,000 that basically disappeared into the lies that surrounded the supposed Save-a-Lot grocery store on Binghamton's North Side that never was.

PS Ed, don't be so hard on yourself after all you did run for county legislator and you can hardly do that anonymously now, can you?

Interesting...

Shall I point you to the various / many Hallstead PA posts including the many that are direct copies of posts we know originated from Arzouian...

You must just be a neighbor of his and it's all a coincidence...

Again I'm not sure how any of that explains where the $150,000 of taxpayer money Malcolm Smith gave Lea Webb for her fictitious grocery went?

You haven't explained it either... so right now all you're doing is badmouthing yet another person... using a silly little conspiracy theory routine of yours...

The sad part is that perhaps something fishy did happen... but we don't know because this is just another example of you hurling one accusation after another at local politicians ( and journalists and cyclists and so on ) without backing up those accusations... and doing it under one alias after another... and that just makes YOU look bad / a bit unhinged...

Having said that...

Kudos on using the same id / alias for a full 30 minutes now... I think you have a new record...

LOL !!!

Well like I said...

You did make it a full 30 minutes using one id before you started switching them / trying to spoof others... and I do think that is a record for ya...

Again - congrats !

Anybody who knows anything about Ed, knows he is not an anonymous coward.

Far from it.

Grains of sand?

We'll just have to take your word for it that you are oh so intimately knowledgeable about Arzouian's privates...

Just a thought but does he know you're outing him ?

Um, and regarding that "proxy" issue, I'm not in Endicott, nor am I trying to change my location, but the post above says I am.

I've said this before and I will say it again...

It often isn't the topics he brings into his threads... it's instead that he can't seem to get his facts correct and he turns every thread into an attack on others... antics that completely sidetrack the conversation right from his first post(s)...

- for fracking he posts bogus numbers and tries to turn his comments into bizarre and easily disproven attacks on certain politicians... and the sad part is that some of us are or at least were tentatively onboard with fracking if done right... but after his nonsense - I and others figure he and his foolishness represent how the gas companies will operate i.e. mission accomplished and now more of us are against it...

- school districts and consolidation are also a good topic... can he have a discussion though... nope... he turns it into an attack against a journalist he dislikes... turning it into a discussion where we're all waiting for him to admit he lied and post and apology...

- crime and gun control is another good topic... bit that he turns immediately into a rant about the Mayor AND all Public Defenders actually claiming in his first post that all they ( PD's ) do is put "petty, destitute criminals back on the streets as fast as he could"...

So on and so forth...

It's really unfortunate... because while he isn't the sharpest tool in the shed... he also isn't the dullest... and if he could get his anger at everyone under control - I'm betting we could have some decent conversations here...

Of course I've been saying that for years now... but hope springs eternal... lol !

You weren't even posting in this thread so no one was replying to you or saying you were using a proxy... we're talking about the person posting under an ever changing set of ids and coming through various proxies e.g. the well known Austin TX one, various European ones and what seems to be a real IP mapping to Hallstead...

As for you and from what I've seen... my guess - and it's only a guess - is Jensen...

clearly there is a long standing rivalry here. Iam a former Binghamtonian, and I dont know any of the politics or politicians except Tom Libous who has been in office since before I left (a great guy but and example of why there should be term limits in NY)...All that said the base question does seem to have some merit on its face. Politicians not withstanding without blaming anyone specific for an impropriety, is there data that does say where the money went?
