If poverty causes crime, how does one explain Bernie Madoff?

I'm convinced that people who live in crime ridden neighborhoods do not want the crime to be fought. How else to explain the cries of racism the minute the cops show up?
A safe neighborhood's rents and property values go up, and attract the dreaded gentrification, which, to some, equates to racism. Otherwise how would one explain the repeated election of politicians to lead our cities, who, like Brenner, refuse to effectively fight crime?
