Well, prisoners do get to buy regular (not cable) televisions, walkmans, and do exercise in a yard that has a basketball hoop.
You are right in that C.O.'s use these as management tools.
But you are far from correct in that these facilities are still spartan at best. Often toilet paper and fresh vegetables aren't even available.

yes i feel the 3 strikes law should be inforced i know of several people who should have been behind bars 5 crimes ago but home invasion should be top priory show those two skum bags no mercy that poor family all because our system would rather let criminals out instead of working to keep them in jail my thoughts to the family
