This is a ghastly fraud!

Every time they tell us to cut back on our water usage they end up losing money for their cronies and lackies, and then they wish to RAISE our water rates! Wake up ABQ!

They've been doing this for years now, same with natural gas and electricity. Conservation = lost revenue which = increased rates to compensate for the loss.
