What's that you say? How can one tell when a state employee is not productive?

Any manager worth their salt maintains meaningful metrics on productivity of every employee they manage, right? Meaningful metrics that are reflected honestly and accurately in each employee's periodic performance evaluations, right? Those periodic performance evaluations provide an honest and accurate record of an employee's overall productivity, right? Right?

No?

Fire those managers!

"But...but", you say, "...it isn't state employees' fault! It's those contractors' fault. They don't do the work they're hired to do (because we're too lazy and incompetent to do it ourselves), and then we lose track of their contracts and can't really tell if they are being paid too much for the work they are supposed to be doing for us (since we won't do it ourselves) and we can't reliably match deliverables against work orders which never really sync up with scope of work for some strange reason and then there's SHARE which still does not work right (another contractor-didn't-do-it-right saga). SO DON'T BLAME US POOR STATE EMPLOYEES! WE'RE THE VICTIMS!"
