For 15 years (1956-1971) the Federal Bureau of Investigation (FBI) ran a broad and highly coordinated domestic intelligence / counterintelligence program known as COINTELPRO (COunter INTELligence PROgrams). What was originally deemed as a justifiable effort to protect the US during the Cold War from Soviet and Communist threats and infiltration, soon devolved into a program for suppressing domestic dissent and spying on American citizens. Approximately 20,000 people were investigated by the FBI based only on their political views and beliefs. Most were never suspected of having committed any crime.

The reasoning behind the program, as detailed in a 1976 Senate report, was that the FBI had “the duty to do whatever is necessary to combat perceived threats to the existing social and political order.” The fact that the “perceived threats” were usually American citizens engaging in constitutionally protected behaviour was apparently overlooked. The stated goal of COINTELPRO was to “expose, disrupt, misdirect, discredit, or otherwise neutralize” any individual or group deemed to be subversive or a threat to the established power structure.

The FBI’s techniques were often extreme, with the agency being complicit in the murder and assassination of political dissidents, or having people sent away to prison for life. Some of the more “moderate” actions that were used were blackmail, spreading false rumors, intimidation and harassment. It has been argued that the US is unique in that it is the only Western industrialized democracy to have engaged in such a wide spread and well organized domestic surveillance program. It finally came to an end in 1971 when it was threatened with public exposure.

HACKER JEREMY HAMMOND SENTENCED TO 10 YEARS

Statement Excerpts:

I targeted information security firms because they work in secret to protect government and corporate interests at the expense of individual rights, undermining and discrediting activists, journalists and other truth seekers, and spreading disinformation.

As a result of the Stratfor hack, some of the dangers of the unregulated private intelligence industry are now known. It has been revealed through Wikileaks and other journalists around the world that Stratfor maintained a worldwide network of informants that they used to engage in intrusive and possibly illegal surveillance activities on behalf of large multinational corporations.

Could I have achieved the same goals through legal means? I have tried everything from voting petitions to peaceful protest and have found that those in power do not want the truth to be exposed. When we speak truth to power we are ignored at best and brutally suppressed at worst. We are confronting a power structure that does not respect its own system of checks and balances, never mind the rights of it’s own citizens or the international community.

The government celebrates my conviction and imprisonment, hoping that it will close the door on the full story. I took responsibility for my actions, by pleading guilty, but when will the government be made to answer for its crimes?

The U.S. hypes the threat of hackers in order to justify the multi billion dollar cyber security industrial complex, but it is also responsible for the same conduct it aggressively prosecutes and claims to work to prevent. The hypocrisy of “law and order” and the injustices caused by capitalism cannot be cured by institutional reform but through civil disobedience and direct action. Yes I broke the law, but I believe that sometimes laws must be broken in order to make room for change.

In the immortal word of Frederick Douglas,“Power concedes nothing without a demand. It never did and it never will. Find out just what any people will quietly submit to and you have found out the exact measure of injustice and wrong which will be imposed upon them, and these will continue till they are resisted with either words or blows, or both. The limits of tyrants are prescribed by the endurance of those whom they oppress.”

Above all, surveillance technology has been coming home from our distant war zones. The National Security Agency (NSA), for instance, pioneered the use of cell phones to track potential enemy movements in Iraq and Afghanistan. The NSA did this in one of several ways. With the aim of remotely turning on cell phones as audio monitoring or GPS devices, rogue signals could be sent out through an existing network, or NSA software could be implanted on phones disguised as downloads of porn or games.

CIVILIAN SPIES: COMMUNITIES AND SPREADING LIES

The purposes of spreading lies are:
1. To incite hatred for the target in the community and to enlist the help of as many community members as possible (and to cover illegal activities).
2. To neutralize the target so his political viewpoints are not taken seriously, has no influence, and doesn’t become a respectable member of that community.
3. To keep the community-at-large in fear & discomfort so they are on the lookout for a terrorist, criminal, etc. This is one way in which communities are controlled. Instead of focusing on real problems like the poor economy, the moral decline of the country, or excessive government spending, community members are artificially encouraged to take out their anger on the “terrorist or pedophile” living on the other side of town. With 1 million targets on the watch-list, I believe every community has several “terrorists” that divert the communities’ attention from real issues to manufactured threats. This is modern day scapegoating at its finest.
4. To control the community informants. Members of the network are kept focused on non-existent internal threats. And I now believe that a deeper form of control is taking place. Community members may avoid outspoken political expressions or other activities (i.e. challenging somebody with influence within the community) for fear of being placed on a watch-list.
5. To dehumanize the targets so that harassment can be performed without any remorse. For ex.“He/she deserves it.” Community members will try to force undesirables out of their community. Back in the early days of this country, it was called “running somebody out of town.”

WHO ARE THE GANG STALKERS?

.....I believe the number of targets expanded so immensely after 9/11, that they were forced to pull an ever increasing number of locals into stalking – many of whom can’t be trained very well. In another words, the responsibility of daily, routine surveillance has been shifted from the alphabet soup agencies to the communities. And people that have never had a job in their lives are getting in on the act.

I have spent a fair amount of time profiling the gangstalkers and I believe that I am in a unique position to answer the question of ‘who are they?’ I have identified many specific individuals (legally with public resources). Importantly, targets may fail to realize the vast amount of public information that is at their disposal.

I have identified state, county, and federal government workers (usually low paying workers) through license plate identification. Involved are school teachers, policemen, firemen, etc. This leads me to conclude that certain government workers may also be supplementing their meager incomes through this stalking protocol. Ex-military personal have also been identified.

Some have full-time, real jobs and are not available for surveillance during the day. Also involved are construction workers, business owners, corporate employees, etc. To my great surprise, I have also identified a church choir director. In another words, stalkers can be almost anybody in your community. Some I have learned, have come from different locations; presumably to be part of the stalking program.

CONGRESSIONAL DIRECTIVE: Keep 34,000 Detention Beds Filled

Imagine your city council telling the police department how many people it had to keep in jail each night.

That's effectively what Congress has told U.S. Immigration and Customs Enforcement with a policy known as the "detention bed mandate." The mandate calls for filling 34,000 beds in some 250 facilities across the country, per day, with immigrant detainees.

Add up all the nation's detention centers and that's more than $2 billion a year.

The detention bed mandate, which began in 2009, is just part of the massive increase in enforcement-only immigration policies over the last two decades. The last time Congress passed a broad immigration law dealing with something other than enforcement — such as overhauling visa or guest worker policies — was 1986.

AMERICANS AS "DOMESTIC EXTREMISTS"

A SWAT training exercise mounted by the Broward Sheriff’s Office, U.S. Customs & Border Protection, and the FBI portrayed “native born” Americans carrying out a terrorist attack on Port Everglades, part of the accelerating demonization of American citizens as domestic extremists.

The whole spectacle was basically an opportunity for the Fort Lauderdale Police SWAT team to show off its arsenal of militarized gear, including “Two Bears -- massive armored vehicles with turrets for automatic weapons fire -- a beefed up front-end loader that lifted an overturned car like a toy and Hummers packed with serious firepower.”

As we have documented, the trend of the federal government portraying American citizens as terrorists in both training exercises and promotional material has gone hand in hand with the increasing militarization of law enforcement.

Last month, former Marine Corps Colonel Peter Martino, who was stationed in Fallujah and trained Iraqi soldiers, warned that the Department of Homeland Security is working with law enforcement to build a "domestic army," because the federal government is “afraid of its own citizens.”

CRITICISM OF GOVERNMENT?
___You're A "Terrorist"

The Department of Homeland Security and police forces label anyone who they disagree with – or who disagrees with government policies – as “terrorists”.

Anyone who disagrees with the “acceptable” way of looking at things is a terrorist.

How is this different from Stalin or Mao’s use of labels such as “enemy of the state”?

For example, the following is considered terrorism or suspected terrorism in modern America:

*Protesting anything
*Questioning war (even though war reduces our national security; and see this)
*Criticizing the government’s targeting of innocent civilians with drones (although killing innocent civilians with drones is one of the main things which increases terrorism. And see this)
*Asking questions about pollution (even at a public Congressional hearing?)
*Liking online privacy
*Paying cash at an Internet cafe
*Asking questions about Wall Street shenanigans
*Supporting Ron Paul or being a libertarian
*Being anti-tax, anti-regulation or for the gold standard
*Holding gold
*Creating alternative currencies
*Stocking up on more than 7 days of food
*Investigating factory farming

"NOT AS BAD AS THE STASI"

“VICTIMS of the fearsome Communist East German secret police say: NOT SO FAST” to comparisons of National Security Agency spying with the Cold-War era Stasi, the Post reports.

The spy agency for the communist “German Democratic Republic” employed over a quarter of a million East Germans — nearly 1 in 50 — as agents or informants.

Anyone “who dared criticize their government”— even in private —“could wind up disappearing into its penal system for years.”

We don’t need to invoke the Stasi to understand the dangers of the NSA’s dragnet data collection. We can look to our own Cold War history, when the political class built files on thousands of peaceful dissenters, swept up millions of Americans’ private communications and used the information gathered to amass and maintain power.

And there’s a reason J. Edgar Hoover was able to run the FBI virtually unchecked for nearly four decades. As Richard Nixon put it:“Hoover’s got files on everybody, g-----n it!” Hoover was “a master blackmailer,” according to his former top lieutenant, William Sullivan.

In the bad old days, to plug leaks, blackmail congressmen and control dissenters, federal snoops had to gather content and metadata the old-fashioned way, through informants, stakeouts, break-ins and old-school wiretaps.

CHRIS HEDGES ON HACKER JEREMY HAMMOND'S SENTENCING

Chris Hedges was in the federal court for Jeremy Hammond’s sentencing, and wrote an account of it for truthdig. Here are some key passages whose relevance to gang stalking are obvious. Emphasis added.

“The sentence was one of the longest in U.S. history for hacking and the maximum the judge could impose under a plea agreement in the case. It was wildly disproportionate to the crime—an act of nonviolent civil disobedience that championed the public good by exposing abuses of power by the government and a security firm. But the excessive sentence was the point. The CORPORATE STATE, RAPIDLY LOSING CREDIBILITY AND LEGITIMACY, IS LASHING OUT LIKE A WOUNDED ANIMAL. It is frightened. It feels the heat from a rising flame of revolt. It is especially afraid of those such as Hammond who have the technical skills to break down electronic walls and expose the corrupt workings of power.”

“[The judge simply accepted] the frightening fact that intelligence agencies now work on behalf of corporations as well as the state.”

When Hedges interviewed Hammond last month at the jail where he was being held, Hammond gave his view of America’s corrupt law enforcement agencies:“THE BOOT BOYS OF THE 1 PERCENT, PAID TO PROTECT THE RICH AND POWERFUL.”
