Former Concord Police Captain Involved in Scandal Named Acting Deputy Chief in Oakland
Downing, who previously worked for the Oakland Police as a Captain, was hired by Concord in July of 2011, then was rehired in Oakland in June of 2012 after his time in Concord didn't go so well.

Unfortunately there's a huge difference between what's considered professional misconduct in oakland and what's considered professional misconduct in the rest of the country. In oakland cops are free from any expectation of accountability "in the interest of justice" apparently. Where the federal monitor on this one.
