SEA President Tracy Linscott flags down a police officer to escort her to the school board office to present Superintendent John Krupinski with a proposal to enter into Binding Interest Arbitration April 2. A new proposal from the SEA April 15 includes significant agreement between both sides, but still leaves daylight on several issues.
