The same thing is happening in Arlington, the Treasurer is running for delinquent tax collector, only there the Treasurer's Assistant is her sister in law.
That seems like a HUGE conflict there. At the very least the selectboard could make her choose a different assistant to at least have some checks and balances outside of family.

Bottom line is, get the job done. If you hold both positions or not I see no conflict if audits are conducted.As far as delinquent taxes go, its time for people to pay up or lose their property!! I live here and pay my taxes every year and so should everyone else, no excuses. Pownal has taxes owed from some people from 8 to 10 years! this is crazy. People know taxes are due every year and have to learn to put the money aside or set up an escrow account if you have a mortage. Banks should not even approve loans without an escrow account included as it would protect them as well as the borrower from losing their home and for those who can't afford the extra money in the payment well then you can't afford the hose and shouldn't be buying it.Also sewer taxes are small 70 80 dollars a year and I can't belive people can't pay them. One person owes more than $9300.00 dollars which is a joke! time to pay the piper or lose the property NO EXCUSES!!! Also Time for the delinquent tax collector to do her job. tell the good people who pay on time why anyone is allowed to drag on for so many years?? Are you afraid to put tax liens on these properties?? start the process and clean up the bill. do the job properly or let someone who can. and for the dilinquent people if you can't pay you can't stay.

It is time for a new Delinquent tax Collector. People are not responding to the current one. A fresh face and new tactics may be needed. Property Taxes come every year. Make plans to pay. Sewer comes quarterly. Pay up!!!!! If everyone paid there would never be an issue of who does what job.
Pownal is a wonderful place and we all need to take pride in where we live or move on.

Sewer taxes are not $70-80 a year They are $400 a year per unit. The $9,300 is a mobile home park owner (one year) and has been put up for Tax Sale. February 25, 2011, 10 A.M

The Pownal Treasurer was the Delinquent Tax Collector years ago and was not doing a good job of it before the current Tax Collector took over. She did a small handful of tax sales that were overturned in court and cost the town more money. The current tax collector has been bringing in twice the money, does several tax sales per year and has never had one overturned in court. As the Treasurer, she see that and want the job back only because she wants the money. Check the town report to see how much has been collected each year.

Your figure on mobile units is probably correct but the point of my dismay is paying your taxes and as stated before if he owns the park he is collecting rent and if he is responsible for the tax then he should manage his money properly and pay the tax!!! So certainly use your freedom of speech but remember by living in stamford it does not effect you fiinacially and that is my point of your location not freedom of speech. Try to understand the point of the peopl here comminting about delinquent taxes and getting more done about it. No matter how good a job anyone has done there is no excuse for how long some of these taxes have been on the books and the dollar amount large and small. Even you must agree with that.

This is from the banner a couple days ago !Caraman said four properties are scheduled for sale on Feb. 25 at 10 a.m. at the Town Offices. Three of them are owned by Patrick "P.J." Gray, who between the three properties owes $5,000 in property taxes on the lots and $9,000 on sewer bills. Caraman said Gray started out owing about $20,000, but has paid some off.

Although I believe the collection of past due amounts is the ultimate goal, the reality of the situation and in today's economic climate does not justify "foreclosing" on a water/sewer bill. You can "bank" now that this has reached the media that there will be lawyers lined up to say that this is "excessive". Not good "press" for the town of Pownal. I find it hard to believe that there could not be a "creative" way to figure this out. Not good timing.

Agree with mansifled, ma., put a lien on the property and when it is sold, transfered the town will receive its monies plus interest and penalties for the sewer. Currently the unit is $432 per year for the sewer, along with property taxes delinquent, the sewer delinquency is only enhancing the problems in Pownel. Anyone in Pownal can see first hand in the Annual Report, the town auditors are concerned about a cash flow problem at the sewer plant and also rising property delinquency. It will not surprise anyone that the sewer cost will rise in the shortterm future!

Check your facts!
Years ago you had to put liens on properties, but check the state statutes, NOW ( the statute has changed) a tax bill or sewer bill is considered a lien in itself and it is no longer necessary to waste the taxpayers money by sending placing another lien on them. You can not do a property transfer unless taxes and sewer fees are paid first. Taxes and sewer fees must be paid at closing!

thank you, Interested, New Haven Ct. You agree then that the property can't be transferred or sold, until the liens are settled. I did not realize that the property tax bill and sewer bills I received are liens, maybe only if I don't pay them are they considered liens in the legal sense.
