Here is another example of not setting appropriate priorities.

In this day and age, after the 9/11 experience, why has this not been addressed and in the history books? Who in hell is running our government entities? What are you thinking?

If these type of things are not addressed first, how does one think any social program will exist when anarchy rules?

It is being addressed, converting communications systems is a time consuming program. The FCC has requirements that must be in place by 2013. Many agencies radios are not capable of meeting these requirements. Consider the following:
Solano County = VHF radios
Benicia PD = VHF
Benicia FF = UHF
Vallejo PD = VHF
Vallejo FD = UHF but a different frequency spectrum
Rio Vista = Unsure
Fairfield = 800mhz trunked
Vacaville = 800mhz trunked

Of the group only Fairfield & Vacaville are on the same system and it functions very well.
The FEDS sustem of interopability is very cumbersome and must be adhered to also. In the end, if you want to do it right, everyone needs to get on the same page and do it together.

Than get FF and VV to open the trunk and let every other city have the same system.
