What are Benham and Lynch's mayors thinking? If they go with Cumberland, then they are out of their minds. Cumberland has recieved more grants and loans than any city in Harlan county for water and sewer, but their systems are still the poorest in the county. Sounds like another case of the blind leading the blind! lol
