Sausalito man may change plea in wine-warehouse case

If he had used a warehouse in San Francisco, and instead of in Vallejo, then as long as he or his lawyer had had a history of providing large political contributions and/or major sums of money in some other way to the big boys in or connected to San Francisco City Hall, then political influence would have resulted in the fire being declared merely a product of bad luck, and for instance such as supposedly due to an electrical junction box shorting out or some other good cover story, rather than arson.

In other words, the job of the so called "investigators" on the city of San Francisco's payroll, and regardless of whether they are working for the Police Department (for instance, just think of the Hugues de la Plaza case so called "suicide"), the Fire Department, or virtually any other department is to come up with a story so ridiculous, that therefore not even a nine year old child, and unless he was severely mentally retarded, would come up with nor believe such nonsense.

To give just one example, I knew of a major SF building that was about to be the subject of a followup and more thorough investigation by CAL OSHA into its many asbestos violations. However, the building went up in flames just before CAL OSHA could do its scheduled more thorough investigation. But the building's primary owner was very politically connected, a major source of election campaign fundraising, and had close ties to most of SF's most prominent politicians. So due to the building owner's political connections, therefore the SF Fire Department declared that the fire was the result of bad luck rather than arson, and which therefore meant none of the big boys had to go to prison.
