The charter review changes are to be voted on in May's election.
Seeing that the charter also wants to change from 500 signatures to 750 signature of registered voters to issue a recall election, I'd say the charter amendments will not pass.

Fred Harris is an old man who was in fear of his life when threatened by a disgruntled employee.
Roger O'Dwyer is an alcoholic with a history of mental illness and domestic violence, who was an embarrassment to the City.
Larry Sheppard is a dirty old man who likes to harass young women. He also likes to throw his considerable weight around at City Hall.

O'Dwyer an alcoholic. I've know Roger O'Dwyer for many, many years, and I've never seen him drink any alcohol. So maybe 25+ years ago he might have been an alcoholic, but he hasn't drank in decades.
Sheppard is the only sane one on the council.
