I hope a complete investigation will prove the mother knew nothing of this perverts past or show she did know & did nothing to protect her daughter & should that be the case, she also needs to be put away for a long long time.
Children need to KNOW their parents will protect them at all cost.

An 8 year old will need a great deal of shelter around her for the rest of her life, to prevent reliving this nightmare in her mind.

This is horrible, I believe in my heart that this mother could not have known what was going on, that poor inocent sweet baby girl, she deserves so much more than that! I hope her mom loves her and and let's her know that none of it was het fault

Grouping people into 'drunks' because some have a glass of wine on occasion, has been a mother of destruction when others hide their own faults and bad bevaviors and 'get away with' crimes against parents in Family court.
Ice Cream Man, Coaches, travelling sales-people, include many of the 'presumed first' people some have had a history of naming as first 'suspects' when crimes against children occur.
This was more than likely not a first offense, and some knew it might happen again. Whether people are a menace to society or eligible for release after 'time served' should still remain a structure of profile tests, which in recent years some felt were 'too expensive for courts' and wanted done away with. How many budget cuts has there been which may be able to Review and provide more guarantee of Public Safety measures in place?
