will these ID cards be a substitute for actually learning English to communicate with emergency service providers, etc...?

Maybe it'll have little drawings or pictures that the Latino can point to.........ie.- a little gun for a bullet wound, a knife for a knife wound, a crossed-out $ for 'I have no money, please take care of me at your own expense.', and so on.......
