Road Open After Morning Water Main Break, Highway Mess

Traffic has been tied up on Route 42 since the morning rush hour. Scrap metal sticking out of a truck hit a highway overpass and sliced through a water main, which triggered a flood of trouble for commuters.

What do you mean the police do not know if the driver will be cited? He should absolutely be cited and his company should have to pay for all the damage.
