So its official now. Mark this day down on your calendar. You can rest assured this is the start of much worse times to come for Lewistown borough.

Lewistown pulled this stunt in 1998 and came back in because they couldn't afford it. Whether or not they decide to stay in, they are still financially responsible for everything that has accrued from 1993-2010. That's 17 years of financial build up. That means the pension, leave time, unemployment etc... Go to the link below and see what the Supreme Court said. Whether or not you're for Lewistown forming its own department, this is going to be a HUGE bill that this town can't afford and shouldn't have to pay for. I'm going to work on gathering statistical information to back my theory. At least I can give it to this media source and know it will be published.

First of all , does MCRPD have any police officers now that were part of the Lewistown Police Dept before 1993 when MCRPD was formed. It sounds like the court proceedings were to determine whether Lewistown was going to keep the pension plan for only their police officers they had when they were joining MCRPD or if they had to turn the money over to MCRPD. So just how many police officers pension plans is Lewistown even part of. Then after you figure that out, how was the distributions settled on each indiviual officer to see just what they are responsible for now. If the pension fund was fully funded in 1993 and the borough turned the money over to MCRPD and the officers at that time , I don't think they have any obligation to MCRPD now. I don't believe Lewistown is responsible for officers hired after 1993. MCRPD is.

The Supreme Court case cited stated that the various municipalities were considered to be joint employers of the officers. As such, they are responsible for the portion of their benefits equal to their portion of services purchased. Thus, Lewistown is responsible for approx 50%. MCRPD is the only Regional Police department that has a 70% pension. That was one one of the leading causes of the lawsuit. Immediately after this case was decided, the legislature capped police pensions at 50%. You can be sure that the union will file suit to keep the new officers under this same pension plan. They WILL want that extra 20% in their pension. An interesting side note, Lewistown used the pension fund monies to fight this case all the way to the PA Supreme Court, taking money away from the officers.

Your probably right that each municipality is responsible for the MCRPD pension fund, but what you might not have said that maybe you should have is- Does that mean while you are part of MCRPD not after you leave it, The Government has a clause in the funding of pension funds that employers has to have these pension funds FUNDED to a certain level, Not like the Social Security trust fund where you pay as you go. So if the MCRPD has an unfunded pension plan because of bad management then Lewistown may owe a percentage.

Seems like Felmlee and the other elitists on the borough council have just strapped the residents with a huge burden and one could only hope that a group would be soon forming to tar and feather Felmlee and run him out of town, maybe back to his bosom buddy Arlen Specter. A group needs to form NOW, and get him and the other elitists removed from the council.
The comment about residents wanting this was a total lie, the poll concerning this in the Sentinel was about as close as any poll I have seen, and it clearly said at least half of the residents DO NOT want to leave MCRPD.
Glad I am getting the hell out of here in 4 years, Felmlee and his crew have just saddled you all with a huge bill that is going to cause taxes to skyrocket.

I told you before not to take Sentinel Polls seriously. Only a handful of people vote. They aren't statistically valid.

Besides, most people that vote in polls like that are only reacting in kneejerk fashion to something they've been told.

I notice that you didn't address the tax question, but attacked a newspaper poll. A thinking person might realize that perhaps the folks answering the poll now know more about the issue now and actually have had time to analyze their position, not be ruled by blind faith in 5 Elitists, but, the final laugh will be ours.

All of you, let it go already! What will be... will be! All of this belly aching, I never see a police officer in the borough anymore, can't get any worse than it is right now. Maybe, when they form their own dept. we'll have more presence. They have needed to do this for a LONG time. The whole Regional thing NEVER worked here. Too many ego trips from different municipalities! I say, go for it.. I know alot of other people feel the same way too! You want to talk about taxes , look at that Taj Mahal of High School we'll eventually be paying for.

Apparently you haven't watched this movie before, that High School will look cheap when the PD gets done with you. LOL, regional is THE ONLY way to go if you want to keep taxes down. You people are screwed, and I am happy to be a spectator.

All I can say about that is you honestly must not get out much. I have the misfortune of living in the borough but I can assure you I see regional officers numerous times every single day.

I used to walk in the early morning hours before light from the west end of town through town to Rec Park and back every day, using many side streets also. I would go for weeks and never see an officer's car. I bet you I see a police car go past my house (street or alley) maybe twice a year and I live in an area that has many robberies in the alleys.

I don't see them around my house either, but I live on a small street. I think I've seen a car on my actual street maybe twice in the last 3-4 years and both of those times were responding to calls. I do see them a good bit though in my daily travels through the borough.

He sees them at the South Side Hoagie shop, Four or five at a time for an hour and a half.

Yea, JunkE, unfortunatley I DO get out ALOT. Like I said I very rarely see their presence. But like Lewistown Resident wrote, check out a few establishments at lunch time. I believe there are alot of officers running with their tails between their legs. What goes around comes around. Best wishes to Lewistown Borough. I live in the borough and I am a supporter, like many others.

Just for the record I did not see the officers at the Southside ,that was JunkE that said on another thresd that he sees them there for hours. However he is good at changing his opinion, surprising he even used the same name this time. I did see them at several locations in bunches and assumed they were eating lunch or supper and often thought it was not a good idea, then after the four officers in a coffee shop were killed ,it means that it really isn't a good idea anymore for them to do that. In the good ole days it would have been ok but Drugs changed all of that, too many wacko's.

Maybe its just a hit or miss thing. I kept track yesterday out of curiosity and I passed MCRPD on 6 different occasions during my work day. Either way, things will definitely be changing in the next year, that's for sure. I'm betting MCRPD will have a chip on its shoulder (and rightfully so) for this last year of service and not be going out of their way to do any extra work in the borough.
