Tope Plumbing gets 2-year contract

The city will continue to use Tope Plumbing, based in Bel-Ridge, to provide the residential sewer lateral repairs funded by the $28 annual tax approved by voters in 2003.

I find it hard to believe that Tope Plumbing received a 2 year contract from Bel-Ridge and it's not considered a conflict of Interest. If Glen Tope is the owner of Tope Plumbing and Glen Tope is also the City Manager of Bel-Ridge; I say that's a conflict of interest! What do you say, and how is that justified? Inquiring minds would like to know! I smell something fishy!
