Pugh should have resigned when the ethics charges came to light. He is the man responsible for what goes on in Beckley and he not only is out of touch with his responsibility, but probably has been too worried anout covering his own butt that he has let toomuch go on

Beckley seems to be full of corruption. Makes me ashamed. Look at all the people from the Mayor, the courthouse clan, and now those associated with the police department. Money, money, money . What happened to honesty?

Did the evidence tech have a degree in criminal justice or anything? I know that one person that tried to get that job had a degree and didn't get the job

Someone should investigate as to how Brown received the position as evidence technician over other qualified individuals and why Chief of Detectives, Jeff Shumate (with whom she was trportedly having an affair)used constructive termination to force the former technician (who had been in the position for many years) to retire, opening up the position for Brown. The former technician was a law-enforcement officer who had performed without flaw. However, when Brown indicated an interest in the position, Shumate acted quickly to move him out and open the position for Brown. In fact, considerable funds were spent to prepare an updated facility for Brown.
As is normal MO for Beckley PD, Chief Deems' pet officers run the show without regard for procedures, performance or qualifications. This woman should never have been brought into this position under the circumstances and would not have been without intervention by Shumate.
Of course, this question remains. Did Brown steal the medications to feed a habit or was the evidence removed to frame Brown when a love affair went south. In any case, Shumate should be put on leave until this entire mess is resolved. Remember, only Shumate and Brown had keys to the evidence lockers. Or, did Shumate and Brown conspire to steal the drugs for profit.
All of these questions should be answered by an independent investigation by the State Police or other agency without ties to Beckley PD.
Incidents like this are the result of Mayor Pugh appointing the least qualified candidate for police chief and that chief not having a clue as to how to operate an efficient police department. One can only speculate as to why Deems permitted a love affair to continue between the Chief of Detectives and the evidence technician. Surely a conflict was evident yet these two individuals were the only ones who had keys to the vitally important evidence room. Did Chief Deems question why Shumate worked so hard to put Brown in the position? Apparently not.
Does anyone now wonder why the Beckley PD is a revolving door for officers; why they are continuing to recruit additional officers? Would you want to work in such an environment?
Let's also explore another area of concern. Shumate is the number one candidate for a position as investigator with the county prosecutor's office. He had sought the position for quite a while. Is Keller seriously going to bring Shumate into her office after this mess for which he is at least partially to blame? Any conflict here?
Furthermore, what effect will this have on past and future cases before Judge Hutchison where he must rule on evidentary matters. There will certainly be claims by defense attorneys that although the evidence-keeping of the Beckley PD is tainted, the judge might rule in favor of this daughter (the evidence technician at Beckley PD).
Let's keep exploring this boondoggle. Other inadequacies might yet surface.

It doesn't matter what happens, its all for nothing... one of the two people with a key to the evidence room is invesigating the evidence room itself... That sh!t makes sense... Someone needs to grow a pair and let an outside agency investigate this whole mess so whoever need to be punished can get punished.

How many have left this agency because of "constructive termination"?

Wikipedia defines constructive termination as:

"In employment law, constructive dismissal, also called constructive discharge, occurs when employees resign because their employer's behaviour has become so intolerable or heinous or made life so difficult that the employee has no choice but to resign. Since the resignation was not truly voluntary, it is in effect a termination. For example, when an employer makes life extremely difficult for an employee to attempt to have the employee resign rather than outright firing the employee, the employer is trying to effect a constructive discharge."

I've written several times about officers leaving since Deems took over after more senior and perhaps more qualified officers were passed over for the position of chief. I've also mentioned the fact that the Beckley PD keeps getting "younger" in terms of the combined years of experience because many have left since Deems took over.

This makes me wonder how many left because of poor morale or "construtive termination". In view of the fact of police chiefs are political appointment and the ethic problems recently outlined in the mayor's office and perhaps Mountain State University - it seems only right that outside investigators review all actions and evidence concerning events that led up to and set the stage.

Whether this all shakes up to be a huge scandal and taint on multiple agencies and public employees will depend on the investigation and how things are handled. I don't condone drugs, whether users or sellers, nor do I believe anyone is above the law. I've read on various sites that no one is currently under investigation, but come on -- having over 200 cases thrown out is a SUPER (or as biden would say bfd) big deal and fair is fair.

If this case in not handled carefully and with equal justice for all the negative publicity the public has for Beckley PD and PD's in general will just fester and grow.

I agree with what a lot of these ppl are saying about letting someone other than BPD handle the investigation. Even if some discrepancies come up like any theory's of ppl involved the BPD will be free and clear of any type of corruption in this case. In other words blame can't placed on other officers or whoever for a cover-up or whatnot. I also agree with what some say its not about all of the police officers. I'm sure they have an idea about who to investigate. And yes some cops are cocky and smart asses but put yourself in their position. Look what they have to deal with everyday. One should always respect the law and its officers regardless of etiquette.

I found my answer on the Register-Herald site... Imagine that.

"She earned a masters degree from West Virginia University and has taken specialized training in evidence and crime scene investigations. She became our evidence technician in May 2011 and up until this point has done a good job, he stated.

Sounds to me as though she's already been convicted by some people. The state police or FBI need to intervene.

Has any murder evidence been tainted by this or just drug cases? Of course sometimes a drug case is also a murder case.

Does anybody think this will lead to bigger problems. It won't be a far stretch for someone to argue that a murder weapon was tampered with, or the good old "the cops switched the evidence on me". I mean, if the evidence room isn't secure for drugs, it raises the question was it secure for anything. Can a jury be sure now that any alleged police vendettas aren't true?
