good Lord , so many questions -
no supervision? no one watching to see if he was safe to go outside? no one advising folks to wear reflective clothing, and cross at the crosswalks?
was he mentally competent?
no adequate crosswalks , it seems to me -
inadequate lights /
no flashers for folks to activate when crossing the street -
so much liability, very tragic.
