they do not make a "strong case" - they make the only case that is publicized in this State, apparently -
I have been in that building - every time I am there, I pass vacant, unused rooms - it is obvious that there is a room behind the open room in which crime victims are interviewed -
another solution, build a door and shut it.
it is embarrassing to watch public servants attempt to justify their own self-serving goals / nothing justifies this outrageous waste of yet more public dollars, other than greed / overblown ego / or ignorance of the true needs of the community.
