I don't think the police were following him. He comes up from behind the officer.

So, when is someone going to notice all the police lights flashing in the on-coming lanes of the freeway just as this guy went flying into the bridge? possible motorcade of some official? or maybe there was a chase going on.

I suspect if the guy lives he will hire himself a trial attorney and sue General Motors for selling a car that disintegrated on impact. I am sure the trial attorneys will be happy to provide the service to ensure that cars are safe in the future.
