Nastiness in RC

Ok. I came back to Raleigh county after little over a decades worth of absence. I missed having an actual winter and pine trees.
What apparently I forgot about is how nasty and decayed most of the county is. Most construction outside of the commercial areas in Beckley look old and decrepit on the outside. A building with constant maintenance in the RC YMCA makes you feel like you need a tetanus shot from all the rust prevalent down stairs. What used to be Main street Beckley in Neville Street is now home to abandoned buildings some of which are left standing as burnt out holes, despite being adjacent to the federal building, and near MSU campus.
You would think a place with positive population growth would be able to have some positive industrial, residential and commercial development outside of the area surrounding Wal-mart.
Then there is the housing situation. Why is it that the housing market in and around Beckley is completely off kilter? When I moved I came from an area that was just as economically depressed as RC, with a higher population and still somehow has a higher population density in and around Beckley to the point that you either have to be on public assistance, Adults living with roommates or being one of the last 12 people in the country to still have a job in order to afford a house around town that is not collapsing or filled with black mold. Seriously 1-2 bedroom houses starting at 600$ is absolutely outrageous for the median income in this area.
So why is it this place is in this state of decay?
