Circuit Court Judge Jack Early has ordered that Ex-Councilman Russ Ferrara be taken off of house arrest as the State’s case against the former Aiken County Councilmen weakens and appears to be falling apart. Apparently false allegations were leveled by a known crack wh*** who had recently received an eviction and trespassing notice from the Ex-Councilman acting as her landlord at a South Aiken apartment complex. A high-ranking official at the Aiken County Sheriff’s Office, who wished to remain unnamed, claimed that the stacked arrest warrants should have never been issued against the Ex-Councilman. Last year several of the initial charges were dropped lacking probable cause. In addition, the Aiken County magistrate who initially placed the Ex-Councilman on house arrest has since been charged with misconduct in office and sexual misconduct. He resigned from office in June. Authorities are further investigating unusual circumstances surrounding this case. The Ex-Councilman’s defense attorneys Jack Swerling, Andy Anderson and Everett Chandler were not available for comment.

Prior to making these false allegations of inappropriate touching the girls family had a history of fraud, alchol abuse, illegal drugs, and sexual abuse (incest). In this case we heard her family was using her as bait in a failed attempt to extort money from Ex-Councilman Russ Ferrara. The family sexual abuse of this girl was so severe that SC Department of Social Services snatched her out of the home, put her in temporay foster care and ultimately awarded custody to her grandparents.

We are disappointed that DSS wasn't responsible enough to take this little girl out of this abusive environment. Sometimes just turning custody over to the grandparents is just a front and the child remains in the same threatening environment.

SC - Aiken County News
It has been disclosed that the 13 year old alleged victim who accused Ex-Councilman Russ Ferrara of inappropriate touching was undergoing sexual abuse counseling at the time of the alleged incident and had previously accused at least two other men of sexual abuse: one being her father. Earlier the alleged victim claimed that her father would enter her bedroom each morning at dawn and sexually assault her. Authorities were aware of these allegations which were much more severe than the allegation lodged against the Ex-Councilman, but elected not to arrest the alleged victim's father. Authorities were also aware of the family's attempt to obtain money from the Ex-Councilman to assist in release of the alleged victim's sister from the Aiken County Detention Center.
The judge who placed the Ex-Councilman on house arrest was arrested for sexual misconduct and has recently resigned from office. Judge Jack Early ordered the councilman be taken off house arrest.

The only thing this guy was guilty of was living in Aiken. Cops there arrest anyone they don't like - it's a terrible place to live or try to raise a family.

I was in the Boy Scouts with this guy when we grew up in Charleston. He was a great guy and great team player. He was the Senior Patrol Leader when I joined Troop 39 and he was always there to help, later received his Eagle Scout award and then went on to attend West Point after high school. All I can say is that he was a responsible dependable guy in our troop.

We hope that he gets every penny he's asking for. We heard the sheriff in Aiken County was corrupt and incompetent. How can they arrest someone without any evidence?
