I recall that many years past--these types of school-budget elections were held with each local school as a voting spot. Now that process is restricted to just a few locations. Thus making it easier for the controlling school bureaucracy and employees to manage ANY pro-budget outcome, along with encouraging a likely knee-jerk rubber-stamp "vote" by often clueless, numbers-limited voters.
I expect that the local sheep-heads will rubber-stamp (yet again) whatever the Beacon system school bureaucrats and employees deem "important".

May I add also, that there's a great deal of scaremongering "bait 'n switch" propaganda psychology applied by self-interested school bureaucrats and employees on any potential budget-voters.
Tried and true techniques designed to preserve cushy or convenient items within any total FY spending.
