CITY OF NEWBURGH Joyce Bailey tried to reason with her friend as firefighters and cops cleared them out of their apartment on Christmas Eve.

"Why you want to stay some place that don't have no power, no water?" Bailey said.

"Where am I supposed to go?" Herbert McMillian shouted.

A fire two days before, on Dec. 22, had scorched the second floor of 12 Farrington St. Bailey said she and McMillian had lived for about three years in the building's basement. She is 51 years old. In November, she graduated from a class for at-risk women, and she said she still attended a drug rehabilitation program five days a week. Maybe the fire was the push she needed to move farther away from her old life, she said.

"I got myself together," Bailey said. "It's time to go."

McMillian, 49, was indignant, alternately arguing with firefighters and trying to hustle them for money.

"I didn't have no power for six months until a brainiac came through and hooked it up illegally," he said.

Saturday's fire was sparked by an amateur wiring job, fire officials said. The firefighters and cops returned on Monday when city water department workers arrived to shut off the water and discovered two or three people still lived inside. Code inspectors followed the extension cords from one row house to the next.

Residents next door at 10 Farrington St. said they paid $500 a month for one of the building's single-room apartments. One couple lived behind plywood-covered windows on the first floor. An orange extension cord ran down a hallway where it connected to a yellow cord that snaked out the window of a common bathroom. A woman said they paid a neighbor $50 to siphon electricity from their hookup. Upstairs, firefighters discovered more extension cords and used a sledge hammer to bust through a new, unpainted door that was secured with five deadbolts.

Newburgh fire Chief Michael Vatter said it's a familiar story. The building was apparently condemned during the summer. Firefighters discover similar scenarios weekly when the weather turns cold, he said.

"This is now very common where (landlords) take an apartment and break it down into smaller units to maximize their profit and evade as much of the law as they can," Vatter said.

Building inspectors file citations, but Vatter said the city's landlord registry was weak and revisions were still being written.

According to Orange County property records, Patrick Navas owns 10 Farrington, and Jessica and Anthony Foxworth own 12 Farrington. Navas lists a Newburgh post office box for his contact, and the Foxworths' addresses are in Brooklyn. Phone numbers for Navas and the Foxworths did not work.

Vatter said the residents could call a 211 help line to find a warm place to go. Bailey was already working on temporary plans to sleep on her sister's floor.

"I called my pastor this morning and said I need an air mattress," she said. "I can't sleep on no hard, wooden floor."

Hey Patrick..you out there or are you in jail, which is where you should be for stealing money from old women and threatening young ones..should i send someone to Seeley St.?

If you surrender to authorities you can certainly plea a deal if you pay back the money...you have a phone number so we can talk or would you rather being arrested in front of your family? post something, be a man!! any thief can rip off innocent people and hide but a man faces his accusers and deals with it..

I will continue to do everything to flush you out, and i mean everything..

He's a piece of garbage my friend worked for him m never paid him drug addict I was told he has a house in Westchester Westchester under Pete navis also had his girlfriend captive pregnant she got away finally out of Walden with her baby torched her had no green card so was scared want to be unknown post
