The body of a Harris County sheriff's deputy was found in a canal in Baytown after he tried to rescue his dog, KPRC Local 2 reported Friday.

I keep seeing news say the water was "swift moving".
this is not accurate.
the water feeds the exxon plant and it is basically stagnant.
how did this officer die in stagnant water?
the water passes under the road there.
did something trap him and hold him under?
if so, what?
