Mom question why young daughter was able to buy bus ticket on own

The mother of a 12-year-old Deming girl who was reported as a runaway on April 14 says there should be a law about the minimum age of an unaccompanied person to whom a bus ticket may be sold.

I'm afraid the mother is just trying to blame someone other than herself and her child. If a mother allows her 12 year old to dress and make up like a 17 year old she has to expect others will view her as such.
