who to respond properly to neighbor's offenses

Neighbor often comes in late at night, obviously after out drinking after work, parks his trk and trailer, which is right by our fence/yard and pees into our yard. They play radio loudly and make noise parking so disturbs us, I look out window to see what's up and see that...about 3 feet from the street. We are in Baytown, not out in the country. Happens anytime between 11pm to 2am. No light to SEE except to KNOW what he's doing by posture and time,etc. Happened 3 times I've SEEN.
There is some history, and I don't want something like "neighbor rage" but gee. I'm thinking about putting a note on the truck in their language just saying Please don't pee in your neighbor's yard. People see you.....maybe he won't know who put it there.
If I had a video camera....lol

Invest in a pit bull or an electric fence.

Put tacos, burritos, and refried beans on the other side of the street. He will park there for a snack before bed. But then he may begin to do #2 in the yards there. If that fails, shoot his weiner with a pellet gun next time!
OR.....start having someone in you home wear an INS hat and dress official looking.
