Stillwater: Suspect in Smalley's altercation back in jail

Eric Kaprice Richard II turned himself in to the Washington County Jail in Stillwater early Thursday after a warrant was issued for his arrest because he allegedly violated conditions of his release.

What happened to the "Innocent Until Proven Guilty" doctrine? Why all these "conditions of release" if he has not been convicted of anything?
