No, it doesn't really indicate there should be tougher laws, only that the laws on the books should be enforced. If we would enforce the laws on the books already, most of our problems would be resolved. As it is, people abuse their animals, their children and their elderly parents. Don't write more laws, enforce the ones we have!!
