I have a practical way that the laity, including women, could have a voice in the highest echelons of the church. While it is clear that only bishops and cardinals can exercise jurisdiction in the church, I believe that we could appoint lay people as non voting members of the dicasteries of the Roman Curia. That way they would have full participation and a voice in the decision making process but because they would be restricted from voting in the final decisions of that dicastery there would be no trampling on the magisterial authority of the hierachy
