Driving over Levee south of Baton Rouge on River Road

I have a question, cant seem to find the answer anywhere online:
I see those access roads that go over the levee to access the Mississippi River - there are signs to stay off, but I see others driving over - the signs mention driving "on" the levee, but would like like to cross - would like to fish in those ponds between the levee and the River, just north of L'Auberge Casino area.... anyone have any experience if this is legal or not?
