Bill limits state takeovers of schools to 3 years
State education officials could only take over a school district for three years under a bill moving forward in the Senate.

How will "community control" fix the problem? The state had to take over the schools in the 1st place because they were failing.
Putting local corrupt fools back into power will fix the issue? Or heck for that matter getting these kids who could care less about learning to go up is impossible. The school is failing because the kids are either stupid or the parents don't care.
There isn't much that can be done when it comes to that. If the parents don't give a damn about their kids getting good grades -- what will shuffling teachers & administrators around do?
