I've got a concept for you - though it'll shock you; why not return the monies to the tax-payers on a proportionate basis based on incomes? Of course, you COULD lower your tax basis by 25 basis points to counter-affect the county's tax?
Give back TO THE PEOPLE what you're not entitled to!
