Those vehicles were purchased using funds from previously issued bonds intended to purchase neeeded city equipment. To divert those funds to the general fund for compensation packages or any other use whould be illegal.

You people treat it like it is a rainy day fund. Let's get the fools in Cove to approve a $15 million bond issue, but we'll only blow half of it, so when we need a SWAT vehicle, two new garbage trucks or add another 18 holes to the dead-end golf course we'll just write a check.

I posted only to clarify for the OP that the funds used for the purchase of the garbage trucks could not have been used for employee raises. I will post one more comment on your post then I'm done.
Why didn't we use all of it, you ask. Let me ask you, when you have money do you spend it all at once or try to reserve some for evolving needs? Four years ago we probably didn't need two garbage trucks, this year we do. So bond funds were conserved to pay for evolving needs. This and the previous council would have been poor stewards of funds had we spent them all at once.
The 18 hole golf course comments passes the bounds of reality. We couldn't spend bond funds for that if we wanted to and there isn't enough room for 1 more hole, much less 18, in the present complex.
I voted against purchase of the SWAT vehicle, as did councilmen Youngs and Palmer, but it was a 4-3 vote. I didn't object to spending the funds I just thought that there would be broader benefit to the city buying other equipment.
A last comment. Later this year there is an election in which the mayor's seat and two council seats are up for grabs. If you really think you have all the answers, or even one answer, toss your hat in the ring and get yourself elected. I did in 2010 and haven't regretted a day of it.
