Full valuation property tax bills after the fire?

Bastrop's appraisal district will not give property owners a pro-rated, reappraised tax bill even though their homes did not exist for a third of 2011 after the firestorm. I think they are courting an "Occupy Bastrop" rebellion, which they will not enjoy much. Don't even know what they intend to do after January 1. I'm not paying taxes on a house that isn't there, nor on fictional "fair market value" of scorched barren earth that is not sellable.
